Penelope C. Decker
Penny
Decker is a floral designer and lecturer known for her keen sense of
color in creating beautiful traditional and highly creative floral
designs. A native of Massachusetts, Penny relocated to Florida in
October 2005.
She was a board member of the Garden Club Federation of Massachusetts
from 1987-2005. She is on the FFGC Board as Flower Show Schools
Chairman for 2007-9. She serves as a National Council Flower Show Master
Judge. She was an active member of various committees for the New
England Flower Show from 1987-1999. She holds membership in the Creative
Flower Arrangers of Americas, National Flower Arrangers, the Judges’
Design Group, the Beth Shalom Garden Club, the Cherry Laurel Garden
Club, District VI Judges’ Council, and Designing Women.

Penny received the American Horticultural Society’s Frances Jones
Poetker Award in 2002. This award was presented to Penny in
Seattle, WA, and is bestowed on a person who has made significant
contributions to creative floral designs and education in publications,
on the platform, and to the public.
Among other major awards, at the New England Flower Show Penny was
twice awarded the Marie Hancock Cook Award for Period Design, and was
awarded the Garden Club of America Crystal Bowl for excellence three
times. In May 2004 Penny was the Keynote Dinner Floral Designer at the
National Garden Clubs’ 75th Anniversary Convention in St. Louis.
In May 2007 Penny was invited to give a program on Period Flower
Arranging at Colonial Williamsburg. She also did a Period Design
for the May 2007 NGC National Convention in Boston.
